The Planning Process

Project Information

The Town of Warsaw adopted its Land Use Plan in November 2023. The plan serves as a comprehensive guide for future growth, public investment, and community development, establishing goals, policies, and initiatives that reflect the community’s vision.

The final phase of this effort is the development of a Unified Development Ordinance (UDO). Town staff and the Insight team drafted the UDO to implement the goals and policies outlined in the Land Use Plan. Draft materials will be posted on this website as they become available.

A Collaborative Effort

Recognizing that a collaborative effort with the public is essential, the initial step in the planning process was the adoption of a Citizen Participation Plan (CPP) by the Warsaw Board of Commissioners.

The Warsaw Board of Commissioners and Planning Board will supervise the overall project while Town Staff and the consultant team will serve in an advisory capacity to the Board.
